The preferred candidate will be:

A fluently bilingual Public Service Executive at the Assistant Deputy Minister level (or equivalent)* with a proven track record including operations and policy experience.

Able to deal with complexity and focused on delivering results.

An excellent communicator who is a skilled and dynamic speaker and comfortable addressing large crowds as well as using traditional and social media platforms.

A respectful and caring people-manager with demonstrated success in managing financial and human resources, including other executives.

Experience with working with a Board of Directors would be an asset.

Able to commit to a minimum two (2)-year Interchange assignment. **

A member of APEX and willing to travel domestically.

*  a Director General (EX3) with significant experience will also be considered
** Interchange assignments can be extended to a maximum 5 years.

APEX – the Association of Professional Executives of the Public Service of Canada:

APEX is a national, bilingual association for the federal Public Service executive cadre.  APEX fosters excellence in leadership and is the recognized voice and advocate on executive interests and issues, including compensation, executive health and well-being, and executive terms and conditions of employment.  It is an independent, not-for-profit organization governed by a 15-member, volunteer Board of Directors.

The Position:

Reporting to the elected Board of Directors, and supported by permanent staff as well as several Visiting Executives on assignment from various government departments, the CEO is responsible for the implementation of the organization’s strategic plan including day-to-day operations and administration of the Corporation and its human, material and financial resources.  Additionally, in close liaison and consultation with the Board of Directors, the CEO:

  • supports the development of the Association’s policy orientations and positions on executive management issues and the communication of these to stakeholders, including the federal Government and APEX members;
  • positions APEX as the recognized voice of Public Service Executives, through regular consultations with members and with senior leadership of the Public Service of Canada and actively advocates on behalf of APEX membership and Public Service Executives; and
  • fosters excellence in executive leadership and management, primarily through the conduct of a wide variety of professional development and learning events.

Interchange Assignment:

This assignment to APEX is made possible by Interchange Canada, an exchange program between the core public service and other organizations in private, public and not-for-profit sectors.

Executives participating in Interchange Canada assignments remain employees of their home department or agency and retain their substantive occupational group and level.  Salary and associated benefits continue to be paid by the home department:  APEX ensures that the home organization is reimbursed for the CEO’s salary.  All other benefits and leave entitlements are determined in accordance with the Policy on Interchange Canada

The CEO of APEX remains subject to the Values and Ethics Code for the Public Service as a condition of continued employment in the core public administration and as well, is subject to Part 7 (“Political Activities”) of the Public Service Employment Act.

The position is located in downtown Ottawa.
