Marc Thibodeau
Former Director General, Canada Border Services Agency,

Marc Thibodeau is a seasoned Human Resources professional and senior executive with more than 32 years of experience, primarily in the federal public service. He has developed deep expertise in labour relations, compensation, collective bargaining, investigations, and strategic program governance. Known for quickly understanding complex challenges and crafting effective solutions, he has held numerous senior roles guiding organizational strategy and resolving sensitive issues.
Throughout his public service career, Marc led collective bargaining initiatives, represented employer interests before tribunals and courts, and mentored labour relations advisors through structured development program, as the Treasury Board of Canada Secretariat spokesperson. As Director General of Labour Relations and Compensation at the Canada Border Services Agency, he significantly improved the agency’s labour relations climate, reduced grievances, strengthened values and ethics awareness, and implemented major policies—including those on duty to accommodate and the use of intoxicants. He has also conducted or overseen more than 300 workplace investigations involving misconduct, harassment, and workplace violence.
Since retiring from the CBSA, Marc has continued his work. He created Spectrum 360 LR-RT in 2019, where he supports public and private sector organizations with HR and labour relations challenges. He has managed more than 20 investigations since founding the firm and earned the Harassment Certified Investigation (ECH/HCI) credential from the CRHA in 2024. A respected advisor, coach, and conference speaker, Marc holds Master’s and Bachelor’s degrees in Industrial Relations and is a member of Québec’s CRHA.
In addition to being a sought-out advisor, coach and mentor, Marc is a regular speaker and presenter at conferences, seminars, and workshops. During his Public Service career, Marc has appeared in front of Parliamentary Committees on several occasions.
Marc holds Master’s and Bachelor’s degrees in Industrial Relations and is a member of l’Ordre des Conseillers en Ressources Humaines Agréés (CRHA) of the province of Québec.
