Meet the Speakers

Kim Steele
Senior Assistant Deputy Minister and Chief Transformation Officer Human Capital Management, PSPC

Kim Steele is the Senior Assistant Deputy Minister and Chief Transformation Officer at Public Services and Procurement Canada (PSPC), where she leads the Government of Canada’s HR and Pay Transformation initiative. In this role, she is responsible for enterprise-wide modernization, system integration, and the delivery of essential HR and pay services.

With over 25 years of public sector experience, Kim has held multiple senior leadership positions across digital services, information management, and enterprise IT. As the former Chief Information Officer at PSPC, she managed a digital portfolio supporting mission-critical functions such as procurement, payments, and cybersecurity.

Throughout her career, Kim has led large-scale transformation, fostered innovation, and delivered results in complex, high-risk environments. She brings a collaborative and client-focused approach to modernizing government operations and improving service delivery for Canadians.

Kim holds a Master of Library and Information Science and a Bachelor of Arts (Honours) in English Literature from the University of Western Ontario.

Daphnée Michaud
Director General, Departmental Readiness and Change Management, HCM Solutions Branch, PSPC

Daphnée Michaud, Director General, Departmental Readiness and Change Management joined the HCM Solutions Branch in January 2026 as Director General of the newly established Dayforce Onboarding Concierge Sector and has recently expanded her portfolio to include Departmental Readiness and Change Management. In this role, she leads a team of dedicated, innovative, and high-performing professionals who partner with client organizations to advance the implementation of the Government of Canada’s new HR and pay system.

A seasoned executive with nearly three decades of experience in the federal public service, Daphnée has spent most of her career with Public Services and Procurement Canada (PSPC). Before joining the HCM Solutions Branch, she served at the Public Service Pay Centre in Miramichi, New Brunswick, where she was appointed as the organization’s inaugural Director General and held the position for nearly ten years.

Daphnée began her career with PSPC in 1997 as a Finance Officer. After advancing through a number of leadership roles within the Finance Branch, she transitioned to the Human Resources Branch, where she served as Director of HR Strategies and Planning and later as Director of Executive Services.

In 2009, Daphnée joined the Public Service Pension Centre, a move that brought her back to her home province of New Brunswick after spending 16 years in the National Capital Region. Throughout her career, she has built a reputation for strong leadership, strategic vision, and a commitment to delivering people-centered solutions that support public service excellence.

A Chartered Professional Accountant (CPA), Daphnée holds a Master of Public Administration from Dalhousie University and a Bachelor of Business Administration from the University of New Brunswick.

Brianne Lamarche
a/Senior Director, User Experience and Change Management for Human Capital Management, PSPC

Brianne Lamarche is a a/Senior Director at Public Services and Procurement Canada (PSPC), where she leads User Experience and Change Management for the Government of Canada’s HR and Pay Transformation Initiative. Her work focuses on helping ensure the transformation is human centred, clearly communicated, and responsive to the needs of users across the public service.

With more than 16 years in the public service, Brianne has built a career at the intersection of technology, data, and transformation. Her experience spans information and data architecture, policy, open government, and large scale transformation initiatives. Throughout her career, she has not only led the development of the first GC enterprise data reference standards but has also consistently translated complex technical change into clear, plain language communications that enable action and results.

Change, transformation, and communications have always been central to Brianne’s work. Ensuring that transformation initiatives are transparent, user friendly, and as seamless as possible has consistently guided her approach and remains at the core of her professional mission.

Brianne holds a Master’s degree in Communications and a Bachelor of Arts with specialization in Communications from the University of Ottawa.
