Laurie-Anne Kempton
Assistant Deputy Minister, Public Affairs
Department of National Defence

Laurie has worked in the Federal Public Service for 25 years. She has worked at multiple Departments developing outreach and engagement strategies. In 2006 she joined the Department of Foreign Affairs and International Trade working in Consular Services and Emergency Management where she led policy development and relationship management with like-minded countries.

In 2011, Laurie was appointed Director, Foreign Operations for Passport Canada where she managed the passport program and crisis response in over 200 embassies abroad. In 2015 she joined the Bank of Canada, leading stakeholder engagement and management. While there she was responsible for creating and managing the public consultation to put a Canadian woman on a bank note. In various roles at the Department of Fisheries and Oceans, she led Canada’s policy work for the G7 Ministerial on Oceans and the Sustainable Blue Economy conference in partnership with the Government of Kenya.

Most recently Laurie has worked as the Chief of Staff to the Clerk and Deputy Clerk of the Privy Council where she was responsible for providing strategic and operational advice to both the Clerk and Deputy Clerk as well as managing the day-to-day operations of Office of the Clerk of the Privy Council including working collaboratively with the Office of the Prime Minister and the Office of the Deputy Prime Minister. In July 2020, she was named the Assistant Deputy Minister of Public Affairs for the Department of National Defence.

She teaches Public Consultation and Engagement at the Carleton School of Journalism and Communications. Laurie has a Master of Science in Management from the Smurfit School of Business at the University College Dublin and a Bachelor of Arts from Carleton University.

Stacey Moreau
Director, Diversity, Equity and Inclusion
Office of the Superintendent of Financial Institutions

Stacey Moreau (she/ her) is the Director (EX-03) of Diversity, Equity and Inclusion (DEI) at the Office of the Superintendent of Financial Institutions (OSFI). Stacey joined the federal government in 2007 and has held increasingly senior roles in HR in various departments- most recently Stacey was the Director of the Leadership Development Centre and the Professional Development Centre for Indigenous Policing at the Royal Candian Mounted Police (RCMP). Prior to this, Stacey led the policy team within the Official Languages, Employment Equity and Diversity division at the Canada Revenue Agency (CRA) and was responsible for the implementation of the renewed suite of leadership development programs at the Canada School of Public Service (CSPS). Stacey has sat on the Canadian Mental Health Association (CMHA) Ottawa Board of Directors since 2020.

Currently a Doctoral candidate in leadership studies at Western University, Stacey holds a Master’s degree in Education from the University of Ottawa. Stacey is Métis from Maniwaki, has five children, and lives in Ottawa.

Donna Achimov
Deputy Director, Compliance Sector
Financial Transactions and Reports Analysis Centre of Canada

On September 23, 2019, Donna Achimov was appointed at the Financial Transactions and Reports Analysis Centre of Canada (FINTRAC). Donna has served as the Deputy Director of FINTRAC’s Corporate Management Services sector and Chief Financial Officer over the past year. She is an experienced leader who has held numerous positions within the Government of Canada, including CEO of the Government of Canada’s Translation Bureau and Assistant Deputy Minister for Human Resources at Public Services and Procurement Canada. Donna has managed extensive regional operations as part of her role in establishing a national service delivery network for Service Canada. She has also served as Acting Assistant Deputy Minister, Receiver General and Pensions, where she gained insight into Canada’s banking industry and the complexity of risk management.

Donna is an inclusive leader and has made an impact inside and outside the Government of Canada. She has been integral in helping to shape the public service innovation agenda and culture of openness, transparency and integrity. She intuitively sees the threads of opportunity when it comes to streamlining operations and lessening reporting burden on Canadians and businesses. Respected as a credible voice in decision-making, she has a reputation for collaborating with strategic partners, federal, provincial, municipal and territorial counterparts, as well as industry in order to support FINTRAC’s vision, Safe Canadians, Secure Economy.

In her past role as Chair of the Board of Directors for the Association of Professional Executives of the Public Service of Canada (APEX), she was (and remains) a strong advocate for respectful workplaces, and actively promotes health and well-being across the federal public service.

Donna holds an Honours Bachelor’s degree in journalism from Carleton University. She is also a graduate of the Directors Education Program from the Institute of Corporate Directors at the Rotman School of Management, University of Toronto.

She is passionate about changing the public service culture to allow more innovation and creativity and speaks frequently on topics of leadership, mental health, diversity, values and ethics and issues that will affect the next generation of public service leaders.
