Women in Leadership

APEX provides opportunities for learning and dialogue on the current issues facing public service executives whether they are new to the role or experienced executives. In recognition of International Women’s Day, APEX would like to invite executives to participate in a facilitated discussion with experienced leaders and moderated by Donna Achimov. Biographies of our moderator and panelists are listed below.

Our panelists will share their leadership journeys, their personal challenges, and reflect on impactful moments over the last 2 years. This facilitated discussion will offer insights and inspirations to challenge our thinking, our learning, and our leadership from balancing of our live at home and work at home challenges as well as the leadership challenges and opportunities the next two years will bring.

Panelists

Laurie-Ann-Kempton

Laurie-Anne Kempton
Assistant Deputy Minister, Public Affairs
Department of National Defence

Laurie has worked in the Federal Public Service for 25 years. She has worked at multiple Departments developing outreach and engagement strategies. In 2006 she joined the Department of Foreign Affairs and International Trade working in Consular Services and Emergency Management where she led policy development and relationship management with like-minded countries.

In 2011, Laurie was appointed Director, Foreign Operations for Passport Canada where she managed the passport program and crisis response in over 200 embassies abroad. In 2015 she joined the Bank of Canada, leading stakeholder engagement and management. While there she was responsible for creating and managing the public consultation to put a Canadian woman on a bank note. In various roles at the Department of Fisheries and Oceans, she led Canada’s policy work for the G7 Ministerial on Oceans and the Sustainable Blue Economy conference in partnership with the Government of Kenya.

Most recently Laurie has worked as the Chief of Staff to the Clerk and Deputy Clerk of the Privy Council where she was responsible for providing strategic and operational advice to both the Clerk and Deputy Clerk as well as managing the day-to-day operations of Office of the Clerk of the Privy Council including working collaboratively with the Office of the Prime Minister and the Office of the Deputy Prime Minister. In July 2020, she was named the Assistant Deputy Minister of Public Affairs for the Department of National Defence.

She teaches Public Consultation and Engagement at the Carleton School of Journalism and Communications. Laurie has a Master of Science in Management from the Smurfit School of Business at the University College Dublin and a Bachelor of Arts from Carleton University.

Nicole Elmy
Director of Indigenous Relations
Canadian Coast Guard

Nicole Elmy is looking forward to speaking about her interesting journey to the Executive cadre in the federal government. Her varied experiences over the past 15 years range from working in Enterprise Architecture and Information Management in long-term acting executive assignments, to working directly with Deputy Ministers to advance Reconciliation priorities with Indigenous Peoples.

Nicole is a proud member of the Mohawk of the Bay of Quinte First Nation. She lives her passion for advancing Reconciliation through respecting each individual’s ongoing journey and promoting the voice of Indigenous youth in the Public Service. Nicole advocates strongly for education and cultural awareness as meaningful demonstrations of Reconciliation commitments.

She has recently taken on an assignment with the Department of Fisheries and Oceans (DFO) as the Associate Regional Director General for Ontario and Prairies. Substantively Nicole is the first Director of Indigenous Relations (CCG), Nicole is accountable for enabling First Nations, Metis, and Inuit partnerships and collaboration across Canada, at CCG and in inter-departmental fora. Before joining CCG, Nicole led the establishment of the Canada Border Services Agency’s first Indigenous Affairs Secretariat, delivering on key commitments including an Indigenous Framework and Strategy for the Agency.

Stacey Moreau
Director, Diversity, Equity and Inclusion
Office of the Superintendent of Financial Institutions

Stacey Moreau (she/ her) is the Director (EX-03) of Diversity, Equity and Inclusion (DEI) at the Office of the Superintendent of Financial Institutions (OSFI). Stacey joined the federal government in 2007 and has held increasingly senior roles in HR in various departments- most recently Stacey was the Director of the Leadership Development Centre and the Professional Development Centre for Indigenous Policing at the Royal Candian Mounted Police (RCMP). Prior to this, Stacey led the policy team within the Official Languages, Employment Equity and Diversity division at the Canada Revenue Agency (CRA) and was responsible for the implementation of the renewed suite of leadership development programs at the Canada School of Public Service (CSPS). Stacey has sat on the Canadian Mental Health Association (CMHA) Ottawa Board of Directors since 2020.

Currently a Doctoral candidate in leadership studies at Western University, Stacey holds a Master’s degree in Education from the University of Ottawa. Stacey is Métis from Maniwaki, has five children, and lives in Ottawa.

Paula Folkes-Dallaire
Director General, Washington Sector
Public Services and Procurement Canada

Paula Folkes-Dallaire is a Minister at the Embassy of Canada to the United States and Director General of Defence Procurement for Public Services and Procurement Canada (PSPC) in Washington, DC. In this capacity, Ms. Folkes-Dallaire oversees the management of all Foreign Military Sales (FMS) acquisitions for Canada, working closely with the U.S. Departments of Defense, State, and Commerce, to execute a program currently valued at $5.8B, delivering goods and services in support of the Canadian Armed Forces to deliver on Strong, Secure, Engaged and the National Shipbuilding Strategy.

Prior to taking her role at the Embassy, Ms. Folkes-Dallaire served for almost four years as the Senior Director of Canada’s Future Fighter Capability Project, and achieved with her team and interdepartmental colleagues one of the most significant milestones in Canada’s efforts to replace its CF-18 fighter aircraft – the release of the Request for Proposal to eligible suppliers. Prior to this role, Ms. Folkes-Dallaire was the A/Director General of Real Property, Safety and Security at Fisheries and Oceans Canada managing a staff of 86 employees and an annual operating budget of approximately $130M. Before that role, she was the Senior Director of Real Property Transformation and the Senior Director of Policy and Integration in the Strategic Policy Sector, in the same department. Also within Fisheries and Oceans, Ms. Folkes-Dallaire led the Corporate Planning, Performance, Risk and Evaluation function in the Chief Financial Officer (CFO) Sector as Director General from 2011 to 2013, and from 2009 to 2010 Paula was the Director of Program Evaluation, reporting directly to the CFO. Before joining Fisheries and Oceans, Paula gained valuable Central Agency experience at Treasury Board Secretariat, where she spent three years in the Expenditure Management Sector. Paula is in her 20th year of serving the Canadian public through policy, corporate programs, and sound management. Paula holds a B.A. in Political Science (summa cum laude) a Masters of Public Administration from The University of Toledo in Ohio, and a Lean Six Sigma Green Belt certification. Paula is a published author in the Canadian Journal of Program Evaluation, is married, a mom of boys, and lives in McLean, VA.

Donna Achimov
Deputy Director, Compliance Sector
Financial Transactions and Reports Analysis Centre of Canada

On September 23, 2019, Donna Achimov was appointed at the Financial Transactions and Reports Analysis Centre of Canada (FINTRAC). Donna has served as the Deputy Director of FINTRAC’s Corporate Management Services sector and Chief Financial Officer over the past year. She is an experienced leader who has held numerous positions within the Government of Canada, including CEO of the Government of Canada’s Translation Bureau and Assistant Deputy Minister for Human Resources at Public Services and Procurement Canada. Donna has managed extensive regional operations as part of her role in establishing a national service delivery network for Service Canada. She has also served as Acting Assistant Deputy Minister, Receiver General and Pensions, where she gained insight into Canada’s banking industry and the complexity of risk management.

Donna is an inclusive leader and has made an impact inside and outside the Government of Canada. She has been integral in helping to shape the public service innovation agenda and culture of openness, transparency and integrity. She intuitively sees the threads of opportunity when it comes to streamlining operations and lessening reporting burden on Canadians and businesses. Respected as a credible voice in decision-making, she has a reputation for collaborating with strategic partners, federal, provincial, municipal and territorial counterparts, as well as industry in order to support FINTRAC’s vision, Safe Canadians, Secure Economy.

In her past role as Chair of the Board of Directors for the Association of Professional Executives of the Public Service of Canada (APEX), she was (and remains) a strong advocate for respectful workplaces, and actively promotes health and well-being across the federal public service.

Donna holds an Honours Bachelor’s degree in journalism from Carleton University. She is also a graduate of the Directors Education Program from the Institute of Corporate Directors at the Rotman School of Management, University of Toronto.

She is passionate about changing the public service culture to allow more innovation and creativity and speaks frequently on topics of leadership, mental health, diversity, values and ethics and issues that will affect the next generation of public service leaders.
