APEX, in collaboration with the Public Service Commission, invite you to a focused learning session designed to help Executives confidently navigate the Selection of Employees for Retention or Layoff (SERLO) process. This session will provide clear guidance, practical insights, and key considerations to help you support your teams with transparency, fairness, and compassion during organizational change. We will also walk through a few practical scenarios to illustrate how the SERLO principles apply in real world situations.

Whether you are preparing for an upcoming SERLO exercise or want to strengthen your understanding of your leadership responsibilities, this session will equip you with the knowledge and tools you need to lead with clarity and care.

Meet the Speaker

Lily Klassen
Director General, Staffing Support, Priorities and Political Activities Directorate
Public Service Commission of Canada

Lily Klassen is the Director General of the Staffing Support, Priorities and Political Activities Directorate (SSPPAD) at the Public Service Commission (PSC) of Canada.

Under her leadership, SSPPAD provides departments and agencies with strategic advice, guidance, oversight and outreach activities aimed at promoting an effective staffing system. It also administers and monitors priority entitlement provisions and political activities of employees and deputy heads to ensure the integrity of a non-partisan public service.

Previously, Lily served as the Director of Staffing Support at the PSC, where she led the development of staffing delegation and accountability capacity across organizations of all sizes. She also held the position of Director of Human Resource Services and Systems at Natural Resources Canada, where she managed a team of up to 80 employees and oversaw operational HR services for a workforce of 5,400. Her extensive career in the federal public service includes senior management and leadership roles at Correctional Service Canada, the Royal Canadian Mounted Police, and the Department of National Defence, with a specialized focus on labour relations, staffing and corporate HR policy.

Lily is a results-oriented leader with over 20 years of experience in human resource disciplines. She holds an Honours Bachelor of Commerce in Human Resources from Carleton University.
