Stephen Karam

With more than 30 years of experience leading transformation initiatives across the public sector (from policy development to information technology), Stephen has been at the forefront of digital government modernization and AI-enabled transformation at the municipal, provincial, and federal levels. He has led major initiatives that have improved services for Canadians and businesses while fostering innovation, efficiency, and excellence in public service delivery.

Driven by a passion for optimizing operating models, enterprise architecture, and business processes, Stephen specializes in aligning technology with user-centered service design. Working with more than 40 government departments and agencies, he and his teams have delivered significant advancements in business transformation, information management and data, policy implementation, and multi-channel service delivery, always placing people at the center of every solution.

Prior to joining Levio in May 2025, Stephen served as President and CEO of Systemscope for nearly 24 years, where he led numerous business and service transformation initiatives across the Government of Canada.
