Dr. Rachel Zellars’ Report on Black Executives in the PS

Join us for a meeting where Dr. Rachel Zellars, MA, JD, PHD, will present and discuss her recent Study on the Black Executive Community in the Federal Public Service. This session will include a question-and-answer period with Zellars and the Black Executives Network.

We encourage you to review the Report prior to the session to fully benefit from this important conversation.

Note that this meeting will address issues of harassment and discrimination in the public service, which may be difficult for some to hear. We encourage you to consult with the Employee Assistance Services.

Language: The session will be primarily in English with French supports, please feel free to participate in the language of your choice.  Simultaneous interpretation will be available via Wordly, an AI-based interpreting service.

Dr. Rachel Zellars, MA, JD, PHD

Dr. Rachel Zellars is a lawyer, Senior Research Fellow, and Associate Professor at Saint Mary’s University in the Department of Social Justice & Community Studies. Her research focuses on the history of Black Canada beginning with the American Revolution; the lives of enslaved women in the Maritimes; and Black public servants. In addition to her legal background, Zellars also holds a master’s degree in Africana Studies from Cornell University and a doctorate in education from McGill University. She received her BA in philosophy and political science from Howard University.

In 2021, Dr. Rachel Zellars was named as the inaugural visiting scholar at the Canada School of Public Service through the Jocelyne Bourgeon Visiting Scholar Initiative. In this role, she helped to shape the learning curriculum offered to federal public servants on topics such as unconscious bias, structural racism, and anti-Black racism, reaching over 15,000 public servants during her tenure. She continues to work on a number of departmental and public service-wide projects focused on the Call to Action and serves as a special advisor to a number of leaders in public service. Since 2019, she has interviewed and documented the experiences of hundreds of Black and racialized public servants.
