The public service is being challenged to think differently, embrace uncertainty and move quickly. In a letter to public servants, Michael Sabia, Clerk of the Privy Council and Secretary to the Cabinet, shared expectations for how public servants need to work to meet this moment.

To meet these expectations, we need to reshape the culture of the public service to have greater focus, simplify processes and instill greater accountability and inclusivity. This series will explore how executives can cultivate a more entrepreneurial culture: one that focuses sharply on priorities, executes quickly, takes well‑judged risks, and cuts through complexity.

Session 1: How We Work – Focus, Simplify, Accountability and Inclusion

This webinar will explore how we bring the Clerk of the Privy Council’s vision to life. Gain insight from Gaveen Cadotte, Assistant Secretary to the Cabinet, Public Service Renewal Secretariat at the Privy Council Office, on how executives can build the public service of the future: one that is focused, simplifies processes, takes greater personal accountability and supports a values-based inclusive workplace.

Meet the Speaker

Gaveen Cadotte
Assistant Secretary to the Cabinet, Public Service Renewal Secretariat, Privy Council Office

Gaveen Cadotte joined the Privy Council OƯice to lead the Public Service Renewal Secretariat in October 2024. Prior she was Assistant Deputy Minister at Canadian Heritage and led Canada’s Anti-Racism Strategy and the development of the Action Plan on Combatting Hate. Formerly, as Vice-President, Policy, and Communications at the Public Service Commission, Gaveen led a sector responsible for policy and regulatory development, political activities and nonpartisanship, intergovernmental and international engagements, outreach as well as communications and
parliamentary affairs.

Prior to these roles, Gaveen served as the Director of Operations (Compensation and Leadership) at the Privy Council Office, where she was responsible for a range of policies and programs to support the management of Governor in Council appointees. Gaveen also previously served as Director General, Workforce Management at Employment and Social Development Canada, and Director General, Integrated Classification and StaƯing Solutions at Environment and Climate Change Canada.

Gaveen holds a Bachelor of Commerce degree (Management Information Systems and Human Resources Management) from the University of Ottawa and a professional certification in Human Resources Management.
