Cécile Siewe is the Assistant Deputy Minister (ADM) of Meteorological Service of Canada (MSC) of Environment and Climate Change Canada (ECCC). She is also the Permanent Representative (PR) for Canada to the World Meteorological Organization (WMO). She was appointed ADM in January 2024, after 3 years in the Environmental Protection Branch as Director General of Director General for the Industrial Sectors and Chemicals Directorate (ISCD). During that time, she was acting Associate ADM for EPB for about a year; and President of the Stockholm Convention on Persistent Organic Pollutants from 2023 – 2024. Cécile was a Co-Champion for Diversity Inclusion & Employment Equity for ECCC from 2021 – 2024.
Before coming to ECCC, Cécile was with Natural Resources Canada as Director General of CanmetENERGY-Devon. Cécile previously spent 5 years with the Canada Revenue Agency as a Technology Advisor for Oil & Gas in the Scientific Research & Experimental Development Program (SRED).
Cécile has also worked in academia and in the private sector. She joined the faculty of Chemical Engineering of the University of Waterloo as a Post-Doctoral Fellow and Lecturer. After that she worked at Shell Canada for 11 years.
Cécile has a Ph.D. in Chemical Engineering from Imperial College, University of London, UK. She also holds Bachelor of Science in Industrial Chemistry from City University in London, UK, and an MBA from the University of Calgary.
Cécile is a Fellow in the Canadian Academy of Engineering to which she was inducted in 2020.
